Hi, This is a Brand New Daikin EKBPHTH16A Bottom Plate Heater kit. This heater /foil mat sits around the base of the condenser fan motors and stops ice build up in very low ambient conditions. (Ensures that defrost water clears away fully from the outside coil). There is another small cable which is not pictured which comes with the kit too.. I think the actual part number is 5000950.
